俄罗斯（Russian Federation）在1992年加入了《废除外国公共文件合法化的要求》的《海牙公约》。因此，与俄罗斯的法律沟通不需要外交认证或合法化俄罗斯的文件的合法化。这些文件仅需要由Apostille证书证明，并在其上有“ Apostille”盖章，以便在其目的地状态下有效。要在俄罗斯用美国的出生证明，你得先给这个文件办个海牙认证。怎么说呢，海牙认证就像是一个国际认可的“正品证明”，能让别的国家知道这个文件是真的、是官方的。具体操作上，你得先去找个可以办理海牙认证的机构，美国一般是州政府部门负责这个。他们会在你的出生证明上盖个特别的章，这样一来，你拿着这个有了海牙认证的出生证明去俄罗斯，无论是政府机构还是别的地方，人家一看这个章，就知道这份文件是靠谱的。记得，不同的州可能办理的地方和步骤会有点不同，所以最好提前上网查查或者打电话问问具体怎么办。这个过程可能需要点时间，所以早点开始办理比较好，如有任何问题请联系中国海牙客服人员。
